The Commission

Mandate

The Commission was mandated to identify the causes and circumstances underlying the problems with managing and implementing the CASA program, as identified by the Auditor General of Québec. It was also tasked with determining how much the people in charge at the Société de l’assurance automobile du Québec and the ministries concerned knew about the management problems identified by the Auditor General of Québec and their impacts on the various stages of program implementation.

This is the framework within which the Commission will document the various facets of its work. It will hold public hearings with witnesses, experts and any other person or association it deems relevant to its mandate. It will analyze the information gathered in the course of its mandate. It will facilitate public disclosure of any information it obtains, within the limits of the law and without jeopardizing any criminal, penal, ethics or disciplinary investigations or legal proceedings that are underway or that may arise therefrom.

Upon taking office on March 24, 2025, Commissioner Gallant has assembled his team to rapidly organize the Commission’s work, which is to shed light on the problems experienced by the Société de l’assurance automobile du Québec.

The Team

The Commissioner, the Honorable Denis Gallant

Judge Denis Gallant holds a Bachelor’s degree from the Université de Sherbrooke and was called to the Barreau du Québec in 1990. He began his practice as a defence lawyer with the Centre communautaire juridique de Montréal, then served as criminal and penal prosecuting attorney with the Bureau de lutte au crime organisé from 2001 to 2006. From 2007 to 2011, he served as a prosecutor with the Public Prosecution Service of Canada. In November 2011, he joined the legal team of the Commission of Inquiry on the Awarding and Management of Public Contracts in the Construction Industry. In February 2014, he became Montréal’s first Inspector General, then blazed a fresh trail in July 2018 when he was tapped as first president and chief executive officer of the Autorité des marchés publics. In 2020, he joined private practice with Roy Bélanger avocats, then served as Director of Criminal and Penal Prosecutions for the City of Montréal from September 2022 to June 2024, when he was appointed a judge with Montréal’s municipal court. Judge Gallant completed a Master of Laws in 1997 at the Université du Québec à Montréal. He is widely published and has given numerous conferences and seminars. He has taught at the Université du Québec à Montréal, the Université de Sherbrooke, and the Bar School. The Barreau du Québec honoured his work with the distinction of Avocatus Emeritus in 2011.

  • Executive Secretary and Administrator, Mrs Véronyck Fontaine

    Executive Secretary and Administrator, Mrs Véronyck Fontaine

    Executive Secretary and Administrator, Mrs Véronyck Fontaine Véronyck Fontaine has worked in the Québec public service for over 25 years with various government departments and organizations. She was Secretary General at the Ministère de la Sécurité publique from 2016 to 2022. She also served as Director General of Institutional Affairs in the deputy minister’s office from 2020 to 2022. Until very recently, she was Director General of policy, programs and research at the sector in charge of coordinating the fight against organized crime, where she headed three departments. She led several major projects, including developing public policy (bills and regulations), following up on the recommendations of the Rapport sur la réalité policière [report on the reality of police work], assessing police performance, and optimizing programs to prevent and fight crime.

    Lead Counsel, Mtre Simon Tremblay

    Lead Counsels, Mtre Simon Tremblay Simon Tremblay earned his Bachelor of Laws from the Université du Québec à Montréal and his Master of Laws from McGill University. He was called to the Barreau du Québec in 2003. He is a Chartered Administrator and a consultant in ethics and professional conduct. He worked in private practice as a litigator for five years before joining the office of the Attorney General of Québec. In 2012, he was hired as Counsel for the Charbonneau Commission, then promoted to Assistant Chief Counsel. He has headed the legal affairs department at the City of Laval since 2016, overseeing the City’s governance secretariat. He is taking leave without pay for the duration of the Commission. He has been teaching at the École du Barreau since 2011 and has been actively involved in his professional association. He served as Bâtonnier of Montréal and sat on the boards of the Barreau du Québec, the Young Bar of Montréal, the Québec division of the Canadian Bar Association and the Québec chapter of the Canadian Corporate Counsel Association, of which he was formerly president. He also sat on various committees connected with these organizations and has been on the board of the Jean-Pictet Competition since 2010.

    Après un baccalauréat en sciences politiques à l’Université de Montréal (2008) et en droit à l’Université McGill (2011), Vincent Ranger a débuté sa carrière d’avocat à la Cour d’appel du Québec comme recherchiste auprès du juge Pierre J. Dalphond. Il a ensuite complété une maîtrise à l’Université de Montréal et s’est vu décerner le prix Michel-Robert et le prix Henri-Capitant (section Québec) pour l’excellence de son mémoire portant sur la responsabilité civile de l’État. En 2018, Me Ranger a fondé Per curiam avocats, un cabinet d’avocats dédié exclusivement au contentieux en appel. Dans le cadre de sa pratique, Me Ranger représente des particuliers et conseille des avocats en droit civil et en droit administratif lors de recours devant la Cour d’appel du Québec et la Cour suprême du Canada. Me Ranger enseigne aussi le droit civil au premier cycle à l’Université de Montréal. Il est l’auteur de diverses publications portant notamment sur la responsabilité civile de l’État au Québec et la procédure civile québécoise. Il a reçu en 2024 le Prix Mérite du Barreau du Québec pour son engagement envers la justice sociale, son éthique professionnelle et son approche centrée sur l’humain.

    Mtre Marie-Claude Sarrazin



    A graduate of the Université de Montréal and a member of the Barreau du Québec since 2002, Marie-Claude Sarrazin has over 20 years’ experience in disciplinary, civil and commercial litigation. She worked for a major Canadian law firm for almost ten years before setting up her own consulting firm in 2013. An accomplished litigator, Mtre Sarrazin represents syndics of professional orders before various bodies, including disciplinary boards, the Tribunal des professions and the Court of Appeal. She also has recognized expertise in construction law, having represented and advised numerous public-sector clients, including universities and Crown corporations such as the Olympic Park, and has acted in several cases involving public infrastructure. Mtre Sarrazin has sat on numerous boards of directors and is well versed in the nuts and bolts of governance at both the public and parapublic levels. Since 2018, she has chaired the board of the Société québécoise d’information juridique (SOQUIJ), leading a review of the organization’s governance mechanisms and risk management. Her contribution to the public debate on the new Code of Civil Procedure is also noteworthy. In addition, she is actively involved with the professional transformation committee of the Barreau de Montréal. 

     

    Mtre Alexandre Thériault-Marois



    Me Alexandre Thériault-Marois Alexandre Thériault-Marois holds a Bachelor’s degree from Université Laval and was called to the Barreau du Québec in 2011. He practised civil and administrative litigation at Stikeman Elliott LLP from 2011 to 2016, then at the City of Laval from 2016 to 2025. He has appeared before all levels of courts, including the Québec Court of Appeal and the Supreme Court of Canada. In particular, he represented the City of Laval in several matters instituted under the Act to ensure mainly the recovery of amounts improperly paid as a result of fraud or fraudulent tactics in connection with public contracts. He was a lecturer at Collège Ahuntsic and a supervising professor at the École du Barreau du Québec. He co-authored the book Intégrité des marchés publics au Québec (2022) [Integrity of Québec public markets], as well as multiple municipal and administrative law publications cited by the courts, and collaborates on a municipal law blog (Best Blogs 2023 – Canadian Law Blog Awards). He earned a Master of Laws from the Université de Montréal in 2023, with a Master’s thesis on police civil liability. He received the Exemplum Iustitiae award from the Association du jeune barreau de Laval [young bar association of Laval] in 2019.

     

    Mtre Mélanie Tremblay



    Me Mélanie Tremblay A graduate of the law faculty at Université Laval, Mélanie Tremblay was called to the Barreau du Québec in 1998. She began her career as a litigator in various private firms. In 2004, she specialized in representing employers in labour relations and occupational health and safety litigation. She has been practising labour relations litigation for the City of Québec since 2010. She pleads regularly before various administrative tribunals and courts, including the Québec Court of Appeal and the Superior Court, and represents the City in disputes involving its unions and employees. From 2014 to 2020, she served as member and chair of the Barreau du Québec liaison committee with the Conférence des arbitres du Québec, which identified effective ways to improve grievance arbitration and developed a practitioner’s guide to related best practices. Since January 29, 2025, she has also been a part-time judge on the Tribunal administratif de déontologie policière [administrative tribunal on police ethics], hearing cases involving Indigenous police officers.

    Mtre Elizabeth Ferland



    Elizabeth Ferland est diplômée de la Faculté de droit de l’Université de Montréal et a été admise au Barreau du Québec en 2006. Elle détient un Diplôme d’études supérieures spécialisées (D.E.S.S.) en fiscalité de HEC Montréal, en partenariat avec l’Université de Montréal, et un Diplôme d’études supérieures spécialisées (D.E.S.S.) en lutte contre la criminalité financière de l’Université de Sherbrooke. De 2006 à 2010, elle a exercé au sein de grands cabinets nationaux. En 2010, elle a travaillé à titre d’avocate recherchiste à la Commission d’enquête sur le processus de nomination des juges de la Cour du Québec, des cours municipales et des membres du Tribunal administratif du Québec (connue aussi comme la Commission Bastarache). De 2012 à 2015, elle a agi à titre de procureure et avocate à la Commission d'enquête sur l'octroi et la gestion des contrats publics dans l’industrie de la construction (CEIC) qui fut créée par le gouvernement du Québec pour examiner l’existence de stratagèmes de collusion et de corruption dans l'industrie de la construction au Québec. Elle est avocate en chef adjointe et directrice adjointe du Service des affaires juridiques de la Ville de Laval. Elle est co-auteure du livre Intégrité des marchés publics au Québec (2022), Elle a su développer son expertise dans les dossiers de criminalité économique et a eu la chance de plaider devant tous les tribunaux judiciaires, incluant la Cour suprême du Canada.

     

    Mtre Martine Valois, Ad. E.



    Mtre Elizabeth FerlandMartine Valois is a graduate of the Université de Montréal Faculty of Law (LLB 1996 and LLD 2010) and of Harvard University (LLM 1991). She has been a member of the Barreau du Québec since 1988 and was named Advocatus Emeritus by the Barreau in 2017. She started her legal career at McCarthy Tétrault in Montréal, then worked at the Department of Justice of Canada from 1992 to 2010. In 2011, she joined the ranks of the Université de Montréal Faculty of Law. Her doctoral research centred on the changing nature of the judicial role. Her thesis was published under the title “L’indépendance judiciaire. La justice entre droit et gouvernement” (Thémis/Schulthess, 2011). It was awarded the 2012 Walter Owen Prize by the Canadian Bar Association andwas translated into English as “Judicial Independence: Keeping Law at a Distance From Politics” (LexisNexis, 2013). She has given many talks on judicial independence in Canada, Europe, China and Israel. She teaches administrative, constitutional and immigration law, as well as the foundations of law. In 2010, she acted as Principal Drafting Advisor to the Commission of Inquiry on the judge appointment process in Québec (Bastarache Commission). Her book Les commissions d’enquête au Québec : Vers une réforme en profondeur de la Loi sur les commissions d’enquête [Commissions of inquiry: Exploring in-depth reform of the Act respecting public inquiry commissions] was published by LexisNexis in 2024.

    Mtre Simon Laliberté, Associate Lead Counsel

    Mtre Simon Laliberté
    From 2016 to 2025, Simon Laliberté worked as a lawyer at the Office of the Inspector General, where he specialized in administrative investigations into contractual integrity. He advised analysts and investigators, and took part in every step of drafting and filing public reports addressed to municipal decisionmakers. He holds an anti-financial crime certificate and has long been involved in fighting corruption. In particular, he collaborated on several Transparency International Canada publications and helped establish the International Bar Association’s Debarment and Exclusions Subcommittee, which he has co-chaired since 2024. Since 2022, he has been invited by the Barreau du Québec to speak about recent developments in public integrity, and has also been a speaker for the Union des municipalités du Québec and at the GCTF Anti-Corruption Workshop in Taiwan.

    Mtre Charlotte Deslauriers-Goulet

    Mtre Charlotte Deslauriers-Goulet
    Charlotte Deslauriers-Goulet was admitted to the Barreau du Québec in 2013 after completing her Bachelor of Laws at the Université de Montréal and a university degree at the Université Jean Moulin (Lyon III). She articled under the Honourable Benoît Moore, then full professor and Jean-Louis Baudouin Chair in Civil Law. In 2015, she completed a Master’s at the Université de Montréal. Her thesis on indemnity clauses earned her a mention of excellence from the jury. During her graduate studies, she taught legal research and drafting. After a stint in private practice as a civil and construction litigator, she pivoted to public contract management. For several years, she represented the Union des municipalités du Québec within the contract management expertise hub of the Ministère des Affaires municipales et de l’Habitation. With a strong passion for academic and professional training, she regularly speaks at conferences and publishes some of her research work. She taught contract law and drafting at the École du Barreau and was a Young Governor for the Quebec Bar Foundation from 2022 to 2024. She was also a guest speaker for the École nationale d’administration publique Master’s program and currently enjoys teaching contract law at the Université de Montréal.

    Mtre Imène-Fattouma Lammali

    Mtre Imène-Fattouma LammaliImène-Fattouma Lammali holds a Bachelor’s in biochemistry and molecular medicine from the Université de Montréal and a Bachelor of Laws-MBA from the Université de Sherbrooke. She joined the commission as a jurist. She was a student at law at Stein Monast LLP in the winters of 2022 and 2024, then articled there from August 2024 onward. With expertise spanning both science and law, Imène is particularly interested in intellectual property and privacy issues.

    Mtre Keith Riti
    Keith Riti holds a Bachelor of Laws from the Université de Montréal and was called to the Barreau du Québec in 2000. He began his practice as a criminal and penal prosecuting attorney in Montréal in 2001, then worked with the Organized Crime Prosecutions Bureau from 2003 to 2011. He was a lawyer on the Charbonneau Commission from December 2011 to April 2015. In April 2015, he joined the legal team of the Office of the Inspector General of Montréal. In 2019, he was a lawyer with the Autorité des marchés publics. Since 2020, he has been with the police affairs division in the City of Montréal legal department.

    Alexandre Thibault earned his Bachelor of Laws from Université Laval in 2018. He articled at Fasken in 2019, worked there as a litigator from 2019 to 2020, then joined the Centre communautaire juridique de l’Abitibi-Témiscamingue as a criminal and youth lawyer in 2021. Later that year he joined IMK, a Montréal boutique law firm specializing in litigation where he has been handling municipal litigation, civil liability, and class action matters. Since 2024, he has co-authored LexisNexis Canada’s JurisClasseur Québec - Droit des sociétés [Corporate law].

    Mtre Julia Yu
    Julia Yu is a Montréal-based business and technology lawyer serving an international clientele. She holds a Bachelor of Civil Law (LLB) and a Juris Doctor (JD) from the Université de Montréal. In 2024, she completed a Master of Laws (LLM) in Law, Technology and Entrepreneurship at Cornell Tech, where she did research on corporate governance under U.S. law in the age of AI.

    Mr Olivier Bianki

    Olivier Bianki a obtenu un baccalauréat en science politique de l’Université de Montréal en 2019, puis un baccalauréat en droit de l’Université du Québec à Montréal en 2025. Durant ses études en droit, il a travaillé comme étudiant en droit au Commissaire à la lutte contre la corruption et comme auxiliaire de recherche pour le Groupe de recherche de droit et de la consommation de l’UQAM.  Il s’est impliqué bénévolement à la Clinique juridique du grand Montréal et il a participé au concours de plaidoirie Pierre-Basile Mignault. Il s’est également impliqué à l’Association des étudiants et étudiantes en droit de l’UQAM, dont il a été le président. Il poursuit à l’automne 2025 sa formation à l’École du Barreau du Québec.

     

    Mr Omar Hafez

    Omar Hafez est candidat au baccalauréat en droit à l’Université de Montréal, après avoir complété un baccalauréat en science politique à l’Université Concordia, avec une concentration en relations internationales. Avant ses études en droit, il a mené un projet de recherche publié au sein d’un groupe de réflexion canadien portant sur la gouvernance politique, la sécurité internationale et le développement. Il a travaillé comme adjoint juridique dans un cabinet boutique en litige civil, familial et administratif, et a effectué un stage d’observation à la Chambre criminelle de la Cour du Québec auprès de l’honorable Marc-André Dagenais. Il s’implique également à titre de bénévole dans une clinique juridique offrant des ateliers aux nouveaux arrivants. Il s’intéresse particulièrement au droit administratif, aux partenariats publics-privés, ainsi qu’aux technologies émergentes et à leurs impacts socio-politiques. En 2025, il prévoit suivre un séminaire en droit des technologies à l’Institute for Technology and Society of Rio de Janeiro.

    Mr Félix Huot-Richer



    Mr Félix Huot-RicherFélix Huot-Richer earned a Bachelor of Laws from the Université de Montréal in 2023 and a Master of Laws from the London School of Economics and Political Science in 2024. During his studies, he served as vice-president of external affairs for the Université de Montréal Law Students’ Association. As a student-athlete, he also played for the Carabins. He helped draft the book Les commissions d’enquête au Québec : Vers une réforme en profondeur de la Loi sur les commissions d’enquête [Commissions of inquiry: Exploring in-depth reform of the Act respecting public inquiry commissions] under professor Martine Valois. He worked at Norton Rose Fulbright, at the Québec Court of Appeal for the Honourable Christine Baudouin, and then at the Public Prosecution Service of Canada, where he articled. He sits on the board of Collège Lionel-Groulx.

     

    Mrs Katerie Lakpa

    Kateri Lakpa holds a Bachelor’s degree in political science (specialization: international relations) from the Université du Québec à Montréal and a Master’s in international public law from the Université de Montréal. In parallel with her studies, she made several trips to Africa working with non-governmental organizations, which fuelled her interest in human rights and access to justice. She is now finishing her Bachelor of Laws at the Université de Montréal.

     

    Mr Clairbeau Landu Mazebo

    Clairbeau Landu Mazebo est titulaire d’une maîtrise en droit public et est actuellement candidat au doctorat en droit, en cotutelle entre l’Université de Montréal et l’Université de Lorraine (France). Ses recherches doctorales portent sur l’implémentation de solutions innovantes en droit des marchés publics au Québec. Il a travaillé au sein de l’administration municipale de la Ville de Metz ainsi qu’au service de la documentation et des archives du CIUSSS du Nord-de-l’Île-de-Montréal, ce qui lui a permis de se familiariser avec la réalité du service public. Clairbeau s’implique également à titre bénévole dans différents milieux. Il a notamment été trésorier de l’Association des étudiant.e.s aux cycles supérieurs en droit de l’Université de Montréal et siège actuellement comme membre du Conseil interculturel de Montréal. 

     

    Mrs Marie Pagé

    Marie Pagé est étudiante en deuxième année de baccalauréat en droit à l’Université de Montréal. Elle s’investit activement dans le milieu communautaire, notamment au sein du comité Pro Bono pour le Centre communautaire LGBTQ+ de Montréal, où elle a offert des présentations sur le droit du logement à des nouveaux arrivants. Elle poursuivra prochainement sa formation juridique chez Morency, Société d’avocats dans le cadre du stage du Barreau du Québec. Elle continuera sa formation juridique à l’automne à l’Université de Lisbonne, dans le cadre d’un échange visant à approfondir ses connaissances en droit international public.

     

    Mrs Dominique Pelletier

    Dominique Pelletier a obtenu un baccalauréat en droit de l’Université du Québec à Montréal en 2024 et poursuit actuellement sa formation à l’École du Barreau du Québec. Durant ses études en droit, elle s’est impliquée au sein de la clinique de justice sociale «CliniX» de l’UQAM, a participé au concours de plaidoirie Pierre-Basile-Mignault et a été assistante de recherche pour la professeure Josiane Rioux-Collin. Elle porte un intérêt marqué pour le droit administratif et les questions de discriminations. Avant d’entreprendre ses études en droit, Dominique a obtenu un baccalauréat et une maîtrise en nutrition de l’Université de Montréal et a travaillé comme nutritionniste dans le réseau de la santé.  Elle continue de s’impliquer bénévolement dans un organisme communautaire qui lutte contre l’insécurité alimentaire et l’isolement social.

    Communications Director, Mtre Joanne Marceau

    Mtre Joanne MarceauAfter obtaining her BA in Dramatic Arts (UQAM, 1984) and Bachelor of Laws (Université Laval, 1989), Joanne Marceau was admitted to the Barreau du Québec in 1990. From June 1990 to June 1991, she clerked with the Supreme Court of Canada under the late Judge Charles D. Gonthier. In September 1991, she joined a private law firm, Tremblay Bois Mignault & Lemay, where she practised civil and administrative law. In February 1997, she became political advisor then chief of staff for the Minister of Public Security. In December 1997, she became a criminal and penal prosecuting attorney and worked at the direction générale des poursuites publiques, pleading several times before the Court of Appeal and the Supreme Court of Canada. In 2005, she became spokesperson for the Ministère de la Justice, where she was in charge of media relations, Federal-Provincial-Territorial meetings and criminal matters. In 2013, she returned to the DPCP, handling institutional files and matters relating to prosecutorial discretion for the Bureau des affaires juridiques. In 2017, she was named Chief Attorney, and the DPCP’s communications department was created under her leadership. She also taught at Université Laval and coached the Laskin Moot for several years while serving on the Barreau du Québec’s access to the profession committee. She retired from the DPCP in February 2021.

  • Chief Investigator, M. Robert Pigeon

    Chief Investigator, M. Robert Pigeon

    M. Robert PigeonRobert Pigeon served most of his policing career as a special investigator of organized crime with the Sûreté du Québec. He was a founding member of Operation Carcajou and achieved the ranks of sergeant, sergeant supervisor, lieutenant, captain, and inspector. Between October 2011 and March 2014, he served as director of investigations and operations in the Charbonneau Commission. He has received numerous distinctions, awards, and recognitions, including the Order of Merit of the Police Forces from the Governor General of Canada, and was honoured by the Lieutenant governor for his distinguished service. In 2014, he was named Deputy Inspector General and oversaw the implementation of inquiry and information structures. Between 2015 and 2021, he served as deputy director before being promoted to director of the Québec City police service. Since 2022, he has taken on a number of consulting mandates.

    Assistant Chief Investigator, M. Michel Forget

    M. Michel ForgetA graduate of UQTR, Virginia University, and the FBI Academy at Quantico, Michel Forget worked at the Sureté du Québec for more than 28 years. He occupied numerous positions with a focus on criminal investigations, especially into white collar crime. In addition to launching Operation Marteau, he served as deputy director of criminal investigations, provincial and national coordinator in the fight against organized crime, and director of communications. He joined the Office of the Inspector General in 2015 as Deputy Inspector General of investigations. He was awarded the Order of Merit of the Police Forces in 2013 for his commitment to fighting organized crime in Canada and received King Charles III’s Coronation Medal for his commitment to public integrity. He has given talks in numerous public forums across Canada and the United States.

    Mme Nancy Boulerice

    Mme Nancy BoulericeWith more than 25 years of experience in information technology, Nancy Boulerice has a wealth of management and technology infrastructure expertise in critical sectors like telecommunications, finance, and the public service. As an Inspections and Investigations Officer at the Office of the Inspector General of Montréal, she leverages her strong technical and analytical skills to lead complex administrative investigations, especially those related to calls for tenders and IT contracts. Her role also includes managing outside infrastructure, information security, strategic technology planning, and contract management. With a degree in computer science and operational research from the Université de Montréal, Nancy is also a GIAC Certified Forensic Examiner (GCFE), Certified Inspector General Investigator (CIGI) and certified in TOGAF (enterprise architecture). She has deepened her expertise through extensive training in cybersecurity and investigative interview techniques

Michel ComeauAn officer with the Sûreté du Québec for 29 years, 20 of which were spent in criminal investigations, Michel Comeau served as a Charbonneau Commission investigator for three years. Thereafter, he worked for four years with the Direction des Normes professionnelles to finally incorporate the Commission de la Construction du Québec into the audit, investigations, and inspection sector. He has taught criminal investigations at the École Nationale de Police du Québec since 2017.

     

     

    M. Éric Gagné

     



    M. Éric GagnéÉric Gagné began his 32-year career in law enforcement on the municipal police force in La Tuque. In 2002, he joined the Sûreté du Québec and progressively advanced to the rank of lieutenant in the organized crime unit, where he dedicated over 20 years to special investigations. In 2014, he was a member of the commission of public inquiry into the L’Isle-Verte tragedy headed by Cyrille Delage. He is now retired from the Sûreté du Québec and shares his expertise by teaching at the École nationale de police du Québec (ENPQ).

     

     

    M. André Laroche

     



    Now retired from the Sûreté du Québec, André Laroche worked 29 years as a police officer, 18 of which he served as an investigator. He specialized in sex crimes and contributed to various pilot projects, including the court specialized in domestic violence and coordinating sexual violence response within the Sûreté du Québec. He holds a criminal investigation office management certificate and teaches various subjects, including victim interviewing and interrogation techniques, at the École nationale de police du Québec.

     

    M. Stéphane Levasseur


    M. Stéphane LevasseurStéphane Levasseur worked 31 years as a police officer on the Québec City police force. For 17 years he was a Detective Sergeant, specializing primarily in the fight against organized crime. Ten of those years were spent on joint regional squads, including the national squad against organized crime. Over the last four years, he served as Detective Lieutenant in the fraud and proceeds of crime unit and the asset recovery office.

     

    M. Nicodemo Milano

     


    M. Nicodemo MilanoNicodemo Milano is Senior Director of the specialized services department for the Commissionnaires du Québec. In 2011, he served as investigator on the Charbonneau Commission. Over his 24 years on the Montréal police force, he was involved in joint provincial, national and international investigation units

     

    M. Giovanni Moriello

     



    M. Giovanni MorielloGiovanni Moriello holds a Bachelor of Electrical Engineering and pursued a career with the Montréal police force. Over his 30 years of service, he primarily worked as investigator and supervisor on squads specializing in narcotics, organized crime and physical surveillance. In 2012, he was hired as an investigator for the Charbonneau Commission. He is joining this Commission shortly after taking his retirement.

    Now retired from the Sûreté du Québec, Alain Perreault worked more than 20 years in crimes against persons.

Elle a acquis une expérience variée au ministère de la Sécurité publique où elle a occupé différentes fonctions, tant au bureau du sous-ministre qu'à la direction générale aux politiques, aux programmes et à la recherche.

    M. Minh Tri TruongRetired commander of the Montréal police force, Minh Tri Truong has over 30 years of experience with public safety and government bodies. He worked for the RCMP, on the Charbonneau Commission, at the Office of the Inspector General of Montréal as Deputy Inspector General of investigations, and for the Autorité des marchés publics as investigation coordinator and trainer. He also took part in two United Nations missions to train Haitian police officers and led a Canadian peacekeeping mission in the Democratic Republic of Congo.

    M. Éric Desaulniers



    M. Éric DesaulniersÉric Desaulniers earned his Bachelor of Science in Accounting from the Université du Québec à Trois-Rivières in 1993, withdrawing from the roll of the Ordre des comptables agrées in 2023. His early career focused on auditing municipal and public organizations, and he has served as the executive director of a small business. Over 15 years in management, he has completed various consulting engagements for public bodies, as well as mandates looking into public bodies. He was an investigative analyst for the Charbonneau Commission.

    M. Gilles GagnonGilles Gagnon holds Bachelor’s and Master’s degrees in Computer Science and has worked as a consultant since 1986. He is a strategic advisor with expertise in IT infrastructure, covering both conventional systems found in data centres and emerging cloud-based technologies. He has completed many projects related to the acquisition, implementation, operation, optimization and modernization of mission-critical systems across various government departments and agencies.

    Marie-Sylvie Le Rouzès

     

    CPA auditrice, membre de l’Ordre des comptables professionnels agréés du Québec (OCPAQ), détentrice d’un permis de comptabilité publique et titulaire d’une maîtrise en administration des affaires, Marie-Sylvie Le Rouzès enseigne depuis 2008 au Département des sciences comptables de l’Université du Québec à Trois-Rivières. Sa carrière a débuté dans le domaine de l’audit des états financiers, avant de se tourner vers la gestion, assumant pendant près de quinze ans des fonctions de cadre et de hors-cadre au sein de divers établissements du réseau de la santé et des services sociaux. Elle y a également exercé la fonction de responsable de l’observance des règles contractuelles (RORC). Entre 2021 et 2024, elle a réalisé de nombreux mandats d’audit de performance et d’optimisation des ressources pour divers organismes publics, notamment des administrations municipales. Par ailleurs, depuis quelques années, elle conçoit des formations spécialisées portant sur la certification, l’audit des contrôles généraux informatisés et le contrôle interne pour l’OCPAQ.

    Manon Tremblay has worked for over a decade as a business intelligence and data analysis consultant. She is specialized in BI, data conversion and ETL development projects, particularly in complex computing environments such as SAP S/4 and Oracle Fusion. Using the Kimball lifecycle methodology, she is involved in every project phase, from planning to deployment. She has worked in IT for 39 years, including an early career in application development.

    Mrs Laury Castonguay

    Titulaire d’un diplôme en techniques juridiques, Laury Castonguay a effectué son stage final au sein du Directeur des poursuites criminelles et pénales (DPCP), ce qui lui a permis de consolider ces connaissances du milieu juridique. Depuis plus de cinq ans, elle travaille au Palais de justice de Québec, où elle a occupé différentes fonctions, notamment au greffe criminel et comme technicienne en administration à la direction régionale. Ces expériences lui ont permis de développer une solide compréhension des rouages judiciaires ainsi que des compétences organisationnelles et administratives reconnues.

     

    Mr Cédric Champagne



    M. Cédric ChampagneCédric Champagne holds a Master’s degree in History from the Université de Montréal and a certificate in Document and Archive Management from the Université du Québec à Montréal (UQAM). He is currently the Director of UQAM’s Archives and Document Management Department. He supports CESIS as an information management consultant. He previously served as archivist for the Charbonneau Commission and information management consultant to the Special Commission on the Rights of the Child and Youth Protection (Laurent Commission). He has also held various positions related to information management and archiving at the Bibliothèque et Archives nationales du Québec (BAnQ) and the Agence universitaire de la Francophonie. He currently serves as President of the Forum of Professional Associations of the International Council on Archives (ICA), representing the Association des archivistes du Québec, and sits on the ICA Executive Board

     

    Mrs Nadya Dubois


    Nadya Dubois is a Senior Administrative Technician with 13 years of experience in the public service. After starting her career at the Ministère du Tourisme from 2012–2019, she joined the Ministère de la Sécurité publique in the deputy minister’s office.

     

    Mrs Danièle Fortier

    Danièle Fortier a plus de 35 ans d’expérience comme adjointe juridique. Elle a principalement fait carrière à la Direction des poursuites pénales et criminelles de la Ville de Montréal. En 2011, elle est nommée secrétaire de direction, poste qu'elle occupera jusqu'en 2023. Elle est maintenant retraitée.

     

     

    Mrs Danielle Lafond


    Danielle Lafond boasts a varied career. She served as Senior Clerk at CAA Québec from 1986 to 2023. From 2003 to 2008, she worked as an Information Clerk at the Régie de l’assurance maladie du Québec. She held the position of Administrative Technician at the Ministère du Développement économique, de l’Innovation et de l’Exportation from 2008 to 2011 and at the Ministère du Développement durable, de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs from 2011 to 2023. She agreed to join the Commission after a few months of retirement.

     

    Mrs Anne-Marie Leduc



    Mme Anne-Marie LeducAnne-Marie Leduc, who holds a Bachelor’s in History, has worked in the legal system since 2003. She previously served as the Court Office Coordinator for the commission of public inquiry on relations between Indigenous peoples and certain public services in Québec (Viens Commission).
